I have 51.03 dollars in my itunes account and when i try to spend it on an in app purchase for 49.99 it says i have insufficient funds and sends me to the credit card page?

Contact iTunes support:
Go to https://expresslane.apple.com
Choose 'iTunes', then 'iTunes Store'.
A new page will open.
Choose 'Purchases, Billing & Redemption', then the most appropriate sub-category, usually 'Apple ID account billing'.

You have a balance on your account i.e. you've already redeemed the card onto it ? If you have then it should automatically be used (it's only when gifting that your credit card should be used), you could try contacting iTunes Support and see if they can see why it isn't : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption

then credit card details will need to be entered before the account can be used to download any item from the store.

If not then you will need to create a new account, and use the instructions on that HT2534 page when creating it. If you want to use the same email address then you will need to replace it on that account first e.g. by tapping on it in Settings > iTunes & App Store on your iPad, via the Store > View Account menu option on your computer's iTunes or via http://appleid.apple.com

If you're positive the information is correct, ask the issuing bank why the transaction is being rejected.
You're getting this error because the store can not authorize the card with your bank.

Why is the mac app store asking for credit card info when i already have 40 on my account from gift cards

HT201303 when I try to do updates in the app store it keeps asking for my credit card info and telling me that my "security code is invalid". it obviously isn't. how can I fix this issue?

I have 3 Iphone 4's. One of them updates from the App Store with no issues. My other two which are under the same AppleID will not let me do updates. when I try it asks for my Credit card info then after i enter it it says "security code invalid". Has anyone else had this issue and how have you fixed it?

If you can't access the App Store from the Apple menu, Dock, or Applications folder installing the Mac OS X 10.6.8 Update Combo will reinstall the App Store for you.
It's ok to do this even you are already running v10.6.8.

FYI: Some third party software can cause issues with the App Store > Mac App Store: Sign in sheet does not appear, or does not accept typed text

What Mac model do you have? You might be able to upgrade the OS to Tiger 10.4 or Leopard 10.5.
Even browsers for Tiger 10.4 will get the update message.
You could try a newer browser than Safari, which is obsolete, by downloading Firefox v2.0.0.20 at http://www.oldapps.com/mac/firefox.php
