You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.
You can restore from a backup if you have one from BEFORE you set the restrictions passcode.

I m not receiving any authentication email even it says that email has been sent, & trtied to verify my birth date & all then it says

If your device is signed into an old ID of yours that is an earlier version of the ID you want to sign in with, do the following:
If you are using iMessage and FaceTime, make sure you are signed into these services with your current ID. If they are signed into the old ID, go to Settings>Messages>Send & Receive and Settings>FaceTime, tap the ID, sign out, then sign back in with your current ID.
Then temporarily recreate the old ID by going to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID. Click edit next to the primary email account, change it back to your old email address and save the change. (You should not have to verify the old email account so it doesn’t matter if you no longer have access to it.) Now go to Settings>iCloud, turn off Find My iDevice and enter your current password when prompted (even though it prompts you for the password for your old ID). Then save any photo stream photos that you wish to keep to your camera roll (unless you are using iCloud Photo Library). When finished go to Settings>iCloud, tap Sign Out (or Delete Account if you are not running iOS 8) and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud). Next, go back to https://appleid.apple.com and change your primary email address back to the way it was.          red slider appears, then slide the slider. Wait for the device to turn off.
          If you cannot turn off the device using the slider, press and hold the Sleep/Wake
          and Home buttons at the same time. When the device turns off, release the Sleep/Wake
          and Home buttons.
     3. While pressing and holding the Home button, reconnect the USB cable to the device.
         The device should turn on. Note: If you see the screen pictured below, let the device
         charge for at least ten minutes to ensure that the battery has some charge, and then
         start with step 2 again.
     4. Continue holding the Home button until you see the "Connect to iTunes" screen.
         When this screen appears you can release the Home button.
     5. If necessary, open iTunes. You should see the following "recovery mode" alert:

A reset may help. Tap and hold the Home button and the On/Off buttons for approximately 10-15 seconds, until the Apple logo reappears. When the logo appears, release both buttons.
No content is affected by this procedure.

It is not possible. You have hit Activation Lock, an anti theft measure. The last owner is the only one who can unlock it with their Apple ID. Tell them to go here

Plug into your computer
Go to ITunes
Click on your Device
Click on Summary tab
Click on Restore
