Based on the information that you gave, you would at least need to update to OS X Lion (10.7), as that is the Mac System Requirements to get the latest version of iTunes. iTunes on the iPad is part of iOS. It can't be downloaded separately. I suspect that the error message you're getting is actually telling you to update iTunes on your computer.

You may have to settle for as recent of version of Firefox, as your OS X 10.6.8 will allow.
Even an older archived Firefox would be more recent than Safari from that era.

The method to get a later version of Safari, would be to see if the computer can be upgraded
to a later fully new OS X which includes a period-correct Safari version. That's about it.
And an upgrade to a later OSX may compromise the kind of computing experience you'd
found acceptable with Snow Leopard 10.6.8. I'd consider a later computer, as a vehicle to
access later OS X versions, and keep the older computer (with backups) in Snow Leopard.
The online App Store may suggest a later OS X version than you have. The latest it may
(or not) support is Yosemite. That would likely require a RAM upgrade and perhaps a new
hard disk drive of faster rotational speed, or perhaps an upgrade to SSD, to add speed to
allow the bulkier newer OS X to work OK. Then you may need to get newer applications.
Other available OS X versions, not as new as Yosemite, would be available by purchase
in the Apple Store online. A code would be sent to your email, to unlock these downloads.
If you fall into the potential upgrade trap, be sure to create viable external clone or bootable
copy of your current system on external device; and have backup Time Machine archive, too.
In any event... there isn't a newer Safari for Snow Leopard 10.6.8.

I have had to restore my pc to a place back in time when it worked correctly. This meant that iTunes was deleted. I have now downloaded the latest version of iTunes but I cant sync my iPad with it. I get the message that this iPad is synced with another iTunes Library and cant sync to this one. Thankfully all my music library is on iPad. I would be grateful for some help on this issue

Your profile shows you are running Lion (10.7.5). If this is the case, you certainly can sync with a new iPhone. If you are not running Lion, you will need to upgrade to at least Snow Leopard (10.6.8). See below to purchase.

i mean it is the same brand i only use apple products, there should not be inconviniences like this being from the same brand, if it is a different brand like windows or whatever i understand but in this case is different i think

You should still be able to manually manage the music on your iPhone within iTunes. Make sure that when your iPhone is plugged in, look in the Summary tab to see if “Manually manage music and videos” is enabled and you can even you turn off Automatically Sync when this iPhone is connected.
