You can log out of the currently logged in account by tapping on the id in Settings > iTunes & App Stores (Settings > Stores if it's not on iOS 6). You can then remove all of the previous owner's content via Settings > General > Reset > Erase All Content And Settings - their content will be tied to their id, so only their id will be able to download updates to those apps.
You can then log in to your account via Settings > iTunes & App Stores

Depending on why it's been disabled you might be able to re-enable it via this page : http://appleid.apple.com, then 'reset your password'
Or you might need to contact Apple : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page
If it then works on your computer's iTunes but not your phone/iPad then try logging out of your account on the phone/iPad by tapping on your id in Settings > Store (Settings > iTunes & App Stores on iOS 6) and then log back in and see if that 'refreshes' the account on it

You can try but I'm not certain if you can re register a previously registered device. The warranty only extends from the original date of purchase.

Yes you can as long as the previous owner erased the iPad according to these instructions. If the previous owner didn't do this, contact him or her and ask for their help. If the last owner cannot be reached or will not cooperate, you will eventually run into problems that you will not be able to resolve and you will have a useless brick on your hands.

You can only download apps from an iTunes store in the country in which you reside.

Apps are not tied to the machine, but to the owner and his/her account. Once you set up the iPad with your iTunes account, all the apps downloaded by the previous owner will be gone and you will have to get them again. The only ones that should stay are the built-in apps that can't be deleted - YouTube, Safari, Contacts, etc.

No must contact the previous owner to get permission to use the device. If you cannot contact the previous owner return the device to where you bought it and get a refund. You will never be able to activate the device and no one can help you do it.

Go to Settings on the iPad, be on the General tab, and then go to the bottom where it says "Reset".
I recommend to Erase All Content and Settings, seeing as it's a used iPAd. Once that is completed, if it comes up to a screen telling you to plug the device into iTunes, follow that instruction. If it doesn't have iOS 5, plug it into your computer and open up iTunes after Erasing All Content and Settings, and follow the steps shown on your computer. If no steps show, go to the left hand side of the program and click 'iPad' and follow the steps. If no steps are given, click 'Check for Updates' if it didn't prompt you already to update your iPad.
