I can see itunes backed up my photos during the back up, but it won't restore them

they're on my computer in a backup file but why won't they get back on my device. i shouldn't have to pay for a software to do that

Photos/videos in the Camera Roll are included with the backup but so is quite a bit of other data. Photos/videos in the Camera Roll can and should be imported by your computer as with any other digital camera - especially before restoring your iPHone with iTunes.
If the photos are not being transferred with your iPhone's backup, there is a problem with your iPhone's backup in regards to this data. The iPhone's backup is in a SQLite database format, so you will need to use a 3rd party app to extract select data from the backup on your computer if not being transferred to your iPhone with the backup.
In the future, import the photos/videos from the Camera Roll with your computer as with any other digital camera.
