I can't change my stuff on icloud on a pc with windows 8

I am signing into i cloud on my pc which uses windows 8 but when I get into it I cannot amend my content in icloud.
I can see it fine on my mac and used to see it on my pc but cannot see it on wondows 8 I can see the icons but not the content.

Windows 8 is not supported on iCloud.

You also may want to go to other places like:

It may be best to go to Settings>General>Reset>Erase all Content and Settings and start over again and set up the iPod again with his account/ID

You can't do it on your own. The previous owner has to erase the device for you. You would need his Apple ID and password in order to delete his iCloud account. This is due to the Activation Lock in iOS 7 - assuming that your iPad is running iOS 7.
Contact the owner and ask home to erase it remotely using iCloud, or return the device and ask for your money back. If you can't contact the pervious owner, you will have a useless iPad on your hands.

(New aliases can only be @icloud.com ones; @me.com addresses cannot now be created.)
You should be aware before you start that once you've created an alias you cannot turn that address into a full iCloud account, move it to another account, or reactivate it if you delete it.

If your iPod is 8GB, then it is not a 3rd generation Touch - no matter who they are and no matter who said it was! If it has model number A1288 etched into the casing on the back, then that identifies the 2nd gen Touch. (Yes, there is a 4th gen Touch in 8Gb capacity, but still no 8GB 3rd gen - ever). The third generation is model No. A1318.

a 2nd generation Touch (including the 8GB) can install iOS 4.2.1 But that's as high as it can go. So that's incorrect!

How can I change the settings in Safari to list the open windows chronologically instead of alphabetically? I keep a lot of open windows e.g., 25 windows and many tabs on each) and like to work between a few at a time. The problem is that Safari reorganizes windows alphabetically. Once I open a new window, it take a while to find the windows I'm looking for. Chrome and Firefox list the open windows chronologically which I find much easier. The newest windows are at the bottom of the list.

To manage your Apple ID, go to this site:
https://appleid.apple.com/cgi-bin/WebObjects/MyAppleId.woa/
You can change an outside email address associated with an Apple ID as a main login, but you will still have an Apple email address associated with it also which you can't change.
You will need to sign in with your apple id. If you forgot your password, click forgot and follow the directions.
