I get a message that says  account disabled due to security reasons and i hvae a new apple id and password ould like to transfer the music

Well, if your account is disabled for security reasons then you need to solve the security issues and then you will get back your account.  This happened to me a few months back when Yahoo! Voice's servers got hacked and my email was one of the ones affected.  They used repeated attempts to get into my iTunes account, which flagged my account.  I then had to contact Apple directly to get my account straightened out.
As for transferring your purchases to a NEW account? You can't do that.  Mostly for legal reasons.  You need to get your disabled account sorted out, but that shouldn't be a problem as long as you can prove you are really the account owner.
