I have 9.0 GB available on iCloud. Why am I getting a message saying I can't install to iOS7.1.1 on my iPhoneb/c it requires at least 1GB of storage?

I have 9.0 GB available on iCloud. Why am I unable to install iOS7.1.1 on iPhone? Gray area says it requires at least 1.9 GB of storage!

iCloud storage is for backups. You need at least 1.9 gigs of local storage, that is storage on your phone itself. Go to Setting>General>Usage to see what's taking up space and what you can remove.
