The "help" in iTunes doesn't help me with the following:
I received a gift card for Xmas. I want to purchase music. I don't want my credit card charged. Where are the instructions and the processes for allowing me to use the gift card rather than my credit card?

When using iTunes to purchase content for the first time on a new device, it may require you to verify your payment information as a way to authenticate your device. If this not a new device attempting to access iTunes store and prompting you provide payment information, there could be an outstanding balance. Also, you can change the payment method as none as long as there isn't an outstanding balance on the account.

You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.
You can restore from a backup if you have one from BEFORE you set the restrictions passcode.

Honestly, these are WAGs but they're all that I can think of.
First, try a system reset. It cures many ills and it's quick, easy and harmless...
Hold down the on/off switch and the Home button simultaneously until the screen blacks out or you see the Apple logo. Ignore the "Slide to power off" text if it appears. You will not lose any apps, data, music, movies, settings, etc.
If the Reset doesn't work, try a Restore. Note that it's nowhere near as quick as a Reset. Connect via cable to the computer that you use for sync. From iTunes, select the iPad/iPod and then select the Summary tab. Follow directions for Restore and be sure to say "yes" to the backup. You will be warned that all data (apps, music, movies, etc.) will be erased but, as the Restore finishes, you will be asked if you wish the contents of the backup to be copied to the iPad/iPod. Again, say "yes."
Finally, if the Restore doesn't work, let the battery drain completely. Then recharge for at least an hour and Restore again.

authorize iTunes on the new machine for your iTunes store account and you're good to go.
make sure you de-authorize iTunes on the old machine before retiring it.

That's a question for Google. If Google wants to give you credit for purchases that you have made from Apple, then that is between you and Google. As far as Apple would be concerned, you don't have anything to transfer.

Yes. iTunes and iOS is setup to sync from one computer at a time. You would receive your friends content, but can get your apps back since they're associated with your Apple ID.
I would look into a program that will transfer your iPhone content on the new computer, or transfer content from your computer's hard drive, if still salvageable.

All devices under the same Apple ID will have one iCloud. If they are over 13, they can create their own Apple IDs, or you can just turn everything off under Settings > iCloud on the iPods.

An iTunes account is something you log into online to buy music.
An iTunes library is a collection of media and other items (including apps) on your computer. This is what you see when you open iTunes.
So, do you mean account or library? You can set up a new iTunes account but all your purchases made in that account will remain in the old account and cannot be moved. You can set up a new library by starting iTunes and immediately hold down the option key.

Apple doesn't have any say in the matter. it's up to the owner of the distribution rights for the music.
