You have to restore the device within iTunes. You want to use the same computer that you always sync with so that you can restore your app data and settings. You can restore with any other computer, but you will lose everything on the iPad.

If you cannot restore that way, you may have to use recovery mode

That doesn't lock the SIM card, it just locks you out of the device.
If you forgot (or don't know) your passcode, restore the device from backup on the last computer it was synced with when the passcode was turned on... this will remove the passcode. If you do not have access to the last computer it was synced with, you will have to force it into recovery mode & restore as a new device.

You have no chose but to restore your phone. What do you mean "lose everything"? Is your data/iTunes content not on your computer?

After iOS is installed you will be asked if you what to set it up as a new iPod or if you want to restore from a backup.
If you have a good backup you can restore that and you're good to go.
If you don't have a good backup, then you end up with a "clean" iPod.... -

My phone is disabled after too many password attempts. I have tried to disconnect the USB from the phone, turned the device off, held the home button and reconnected the USB to the phone . I held the button until I got the connect to iTunes screen and clicked ok to restore the device however I receive the msg that it cannot connect to iTunes because it is locked with a passcode???

My iphone is in recovery mode, and when i connect it to my computer it makes the connected noise and itunes finds it, it starts to restore and update but it gets to the point where it says waiting for iphone. However, when I plug it into my computer it says that i need to type in the passcode, but i can't until it connects to itunes...also, my ipad has only been plugged into my friend's computer. it has never been plugged into a computer since then. This probably has nothing to do with plugging into your friends computer, but unless you have a backup, everything on the iPad will be lost.

Connect the iOS device to your computer and restore via iTunes. Place the iPod in Recovery Mode if necessary to allow the restore.
If recovery mode does not work try DFU mode.

I just updated my iTunes, and I need to delete photos from my iPod 4, and there is a Photo Library that synced to my iPod when i plugged it into my computer, and now it doesnt have the option to delete them off my iPod. How do I get rid of these photos? I have read other questions that say to plug the iPod into the computer and like un-sync it, but I downloaded the new iTunes and it doesnt have a photos tab. My iPhone 4 will not turn on, when I plug it into my computer and load up iTunes its in recovery mode and the only option is to restore my device to factory settings, I have no back up of my phone I've also tried the home/sleep button thing but nothing, I have literally done every method I was told, I checked for water damage and that's fine. That does happen. It depends on how hard the server is being hit, as well as the connection speed of your system. If you are on a windows system, you will want to disable any antivirus or firewall software during the download.
