I have my mom's old iPad, switched everything to my iTunes account, made app purchases and it now tells me "Your puchase can not be completed

I've updated credit card info, I even have iTunes credit in my account.  This all shows on the iPad.  I'm able to download free apps but can not purchase any apps.  However, I was able to for a few days and then 2 days later this message keeps popping up.  Any ideas?
