I have put in all of my card details correctly but iTunes keeps saying my card is declined what don't do?

On my iphone I have gone into my iTunes account and entered all of my card details correctly however every time iTunes has told my card has been declined. The purchases I have been trying to make have all been free so it would not require money and my card had worked before can someone please help??

There is nothing that you can do to get rid of the balance on your own. Contact iTunes Store Support and seek their assistance. I believe that they can reset your balance for you.
