OK, when you go the VIDEO screen, if you have ANY content there, it should show up. At the top of the black black screen you might see a menu that says TV Shows/Podcasts/Movies. If you see nothing, then maybe the download didn't go through. Before you freak out, go to iTunes. Click on TVShows (at the bottom) and you will see some FREE TV show episodes or even a pilot of a tv show. Try downloading that. In the lower right hand corner you will see a red number that sort of glows. When it disappears, the tv show is downloaded.
Go BACK to Video button and see if the free tv show is there. Maybe the movie didn't dowload all the way. It might take a while.
You can also go to iTunes, then lower right hand corner DOWNLOADS, then upper right hand corner PURCHASED. See if it shows up there???

A movie purchased on an iPad can only be viewed on an iPad. You would need to rent via computer and use home sharing or directly on Apple TV if you wish to view on your HDTV.
You haven't purchased the movie, it's a rental and thus won't be available in the cloud.
If you download a rented movie on your computer: You can transfer it to a device such as your Apple TV (1st generation), iPhone, iPad, or iPod if it’s a standard-definition film (movies in HD can only be watched on your computer, iPad, iPhone 4 or later, iPod touch (4th generation or later), or Apple TV). Once you move the movie from your computer to a device, the movie will disappear from your computer's iTunes library. You can move the movie between devices as many times as you wish during the rental period, but the movie can only exist on one device at a time.
If you download a rented movie on your iPhone 4 or later, iPad, iPod touch (4th generation or later), or Apple TV: It is not transferable to any other device or computer.

You can try a rest:
Reset iPad: Press and hold the On/Off Sleep/Wake button and the Home
button at the same time for at least ten seconds, until the Apple logo appears.
- If that does work, contact iTunes and request a redownload. You can ask for a refund though.

Click on the Video App, but first make sure it transferred to your iPad by connecting to iTunes and clicking on your iPad in the left widow and then click the movie tab and make sure Sync Movies has a check in the box.

Is it just the one film that is showing a black screen, or does the Videos app appear to be frozen ? If it's the complete app then try searching for the name of one of your videos on the iPad's spotlight search screen - swipe your first homescreen to the right, type in it's name, and if it finds it tap on it to see if it plays.
If that doesn't work then try closing the Videos app completely : from the home screen (i.e. not with the Videos app 'open' on-screen) double-click the home button to bring up the taskbar, then press and hold any of the apps on the taskbar for a couple of seconds or so until they start shaking, then press the '-' in the top left of the Videos app to close it, and touch any part of the screen above the taskbar so as to stop the shaking and close the taskbar.
A third option if the two above don't work is a reset : press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.

2. Hold the Videos app down for a second or two until you see the minus sign
3. Tap the minus sign to close app
4. Re-launch the app and test
Note: If necessary close all apps in the Task Bar
