I'm trying to install the os x but I got the point where its's asking for "administrator password". How do I get that password?

That password should be the one you used on the system *before* you do the upgrade.
If you got the computer used from someone else, you need to get in touch with them and get the password.

You may not be able to get a refund, since the terms of sale for the iTunes Store state that all sales are final. You can contact the iTunes Store, explain the reason for your request, and ask, though:

It's possible they'll make an exception for you, particularly if the problem was on their end preventing the movie from downloading in a reasonable time.

Reset Password starting from Recovery HD
Start the computer,then press and hold down command and R keys to start into recovery partition.
When you see the Apple logo, release the keys.
Wait until OS X Utilities window shows up.
Move the mouse to the menubar at the top and click "Utilities", then select "Terminal"
from the drop down.
Terminal window will appear.
Type in resetpassword and press enter on the keyboard.
Leave the Terminal window open.
Reset Password Utility window will open with Macintosh HD selected.
Select the user account from the popup menu box.
Enter a new password.
Reenter the new password for the user.
Enter a hint.
Click the "Save" button.
Click  in the menubar and select Restart.
Log in.
If Keychain dialog box appears, select “Create New Keychain”.

If it was a team subscription ,it mean that your user are invited on the wrong subscription.You must connect to your Admin console ,in the top left of the page you'll be able to select one of the two subscriptions .Select the second one and invite you user on it.
Your users must accept this new invitation ,disconnect and connect again to move to the new subscription after your new invitation .

After you do this, go into Photoshop > Preferences > Interface > UI Language and it should be an option in the dropdown menu.

If you don't already have a current backup, back up all data, then reinstall the OS.* You don't need to erase the startup volume, and you won't need the backup unless something goes wrong. If the system was upgraded from an older version of OS X, you may need the Apple ID and password you used.
If you use FileVault 2, then before running the Installer you must launch Disk Utility and select the icon of the FileVault startup volume ("Macintosh HD," unless you gave it a different name.) It will be nested below another icon with the same name. Click the Unlock button in the toolbar and enter your login password when prompted. Then quit Disk Utility to be returned to the main Recovery screen.
There are ways to back up a computer that isn't fully functional. Ask if you need guidance.

Sometimes the App Store version doesn't work correctly. In this case, install 10.8.4 with the Combo version > http://support.apple.com/kb/DL1659?viewlocale=en_US&locale=en_US
The Combo installer is the safest way to update OS X, and it allows you to update more than one computer with a single download
