Reset the device:
Press and hold the Sleep/Wake button and the Home button together for at least ten seconds, until the Apple logo appears.
If that doesn't help, tap Settings > General > Reset > Reset All Settings
If that doesn't help, tap Settings > General > Reset > Reset Network Settings

You must create the account using an Apple device, a Mac (Lion or greater) or an IOS device (IOS5 or greater). Having done that you will be able to sign in from your Windows machine.
FYI, iCal is an application that can display calendars from iCloud (and others) it is not a calendar itself, merely a calendar client. In Windows Outlook is the calendar client.

I just figured out the problem with my grandma's iphone.
Settings>iCloud>Delete Account
IT WILL NOT DELETE YOUR ACCOUNT. it just takes it off the phone. then you can log back in, and BAM, You're good I hope!

You have to start by erasing your phone. If you have any newer data on your phone that is not contained in the backup you'll need to save that first. Then go to Settings>General>Reset, tap Erase All Content and Settings, go through the setup screens on the phone and when given the option, choose Restore from iCloud Backup and follow the prompts, choosing the backup of your old phone to restore from.
Be sure your phone is connected to wifi and your charger while it is restoring the backup.

Have you turned the iPad off then back on? That often helps with problems.
