Yes.
On their iOS devices, under Settings>iTunes & App Store, they should use your Apple ID. When they log into iCloud, iMessage and Facetime, they should use their personal Apple IDs.

Apple usually doesn't participate here, we're just users. Have you done a search for an app for Weather Emergency Alert in the app store? It certainly doesn't come built-in in the iphone.

Yes - I connected my phone to my computer / Itunes and went into the apps section, but from there I have no idea how to manage the push notifications. I even tryied going into itunes that is installed on my phone. I still cannot find anyplace to manage these popups. As long as you have a form of payment (credit or debit card) with a USA source, and with a billing address in the USA, then you just need to change your payment information on your account to that, change your country in the store settings, and you will then be able to shop in the USA store.
Your AppleID will work in any country's store, as long as your payment source and billing addres are also specific to that country (and you are in that country as well, as there may be IP filters in place to stop use outside of the country).

Only the Apple ID used to buy an app can update an app. Apple does not merge Apple IDs and Apple does not transfer content biught with one ID to another ID.

Very simple. Turn off Find my iDevice, then Tap Settings, General, Erase, Erase all content and settings.

I've lost access to my e-mail and my apple ID. No way to reset them. It's a hotmail email address and Microsoft is refusing to reset it even after I provided all the necessary proof of ownership.
2 problems:
I can't switch to a new apple id and loose all my purchased apps
I can't switch to a new apple id as I'm being asked for the password of my current apple id - to disable the 'find my iPhone'-feature
How do I proceed as my device is virtually unusable as is ..

It's been so long since I bought my macbook pro in August of 2010, but I do remember the iwork disk that had pages, numbers, and keynote on it, but I can't find the disk in my closet. I did not realize that when I took my computer in to the genius bar to upgrade to Snow Leopard, and then to download Yosemite, that I would lose these applications. I had no reason to open pages when I emptied my hard drive to upgrade to Snow Leopard, so I don't know if I kept iwork when I upgraded to Snow Leopard at the Genius Bar. I had file vault on with my external drive on, and since removed it before the upgrade, but now all my documents are unable to open on my external drive. ****. So now the new problem is how do I undo file vault in a new OS 10.10 when encoded in 6.8? Can I take my external drive in to Genius Bar?
