Tried to back up music before new OS was loaded but for some reason, it only kept artists through the letter J. I did not realize that until I restored my iTunes under new OS. so it sounds like the device software update completed OK, but you can't connect to your cell provider. One immediate thing you can do is a restart/reset. My experience has been sometimes this will "kick in" connection to the cellular service.

Next, I'd call your cell provider. It doesn't sound like a hardware issue, so my experience with VZW has been they won't charge you at the store. But try the restart/reset first, and call VZW data support.

In a word, yes. In a little more detail.... When you restore from an iCloud backup, you must erase the device and start all over again. There is no other way to access the backup in iCloud without erasing the device. Consequently, you are starting all over again. Therefore, it would also be my assumption that Pages and Numbers will work again and that the deleting apps issues would be fixed as well.
If the documents are not in the backup, and you do not have a backup elsewhere, the documents could be gone forever.

The simplest way to transfer everything is to copy the entire /Music/iTunes/ folder from old computer to /Music/ on new computer.

Sync works the same way it always has, connect the device, select the content desired to sync and sync.
All the media should be in iTunes already, iDevices are not and have never been backup devices.
If this is a new computer, move the content from the old computer to the new computer.

I went to two different apple stores and both people looked at it and they said that my phone definitely had major hardware issues and that the dock was broken and that the headphone jack was broken but they said that I was out of warranty so I would have to pay around $200 for a replacement or an upgrade. Right-click on device and select Restore from Backup

Never rely upon the iTunes Store to always have your purchases. Always keep a copy of everything safe on a backup drive at home.
