i recycled my iPhone 5 and iPad mini. i was able to delete them from my iTunes account but they show up on my iCloud account. how do i delete them from the iCloud account.

First go to Settings>iCloud on your device and confirm that everything is turned to Off, and that you are not syncing any data with iCloud before proceeding. How do I delete contents from my iCloud account to free- up space

Recently i replaced my damaged iPhone with a new one. I could restore the contents to new phone. But now I am not able to update the iCloud from my new phone as it says that "Not enough space". This leads to the question - how do i remove all the contents in my iCloud account?
Also when I login into my iCloud account using PC, I see there are 2 phones shown against my account and I am not able to delete one of them?
Any tips for both these issues.

You can delete contents in your iCloud storage from your device using settings > iCloud > storage & backup > manage storage. Swipe the individual content to the left to reveal the delete button.

You can't delete them from iCloud because they aren't stored in your iCloud account (and don't use any of your storage). They are stored in the iTunes store, and the cloud symbols are links to your previous purchases. If you don't want to see them, hide them on the purchased list in iTunes on your computer, as explained here: http://support.apple.com/kb/HT4919.

Did you set up the iPad Mini using a backup of your iPhone? If so, that is why you would see them on the iPad.
Did you erase the iPhone and sign out of your iCloud account before giving it away? If you did, then the person who now has the iPhone has no access to your iCloud account.

Downloading it from the cloud is downloading it from the App store.
Your most likely problem is that your iOS is too old to run the App, unless you can update your iOS there is little you can do about this.

Go to Settings>General>Reset and tap Erase All Content and Settings. This will erase your device. Then you will go through the setup screens again as you did when your device was new, and when given the option, select Restore from iCloud Backup.

You can just tap Delete Back Up, you don't need to turn off iCloud.
Deleting the backup only permanently deletes the backup from iCloud. It doesn't do anything the the data currently on your phone. You will want to create a new backup as soon as possible after doing this, however, as you won't have one until your do. You can either intiate this manually to create one immediately by connecting your phone to your charger and to wifi, then going to Settings>iCloud>Storage & Backup and tapping Back Up Now at the bottom (this will take some time to complete the first time), or you can just connect it to your charger and wifi before you go to bed and it should back up automatically (and continue to do so once daily).
You don't need to manually connect your phone to your computer to back up to wifi, but it's a good idea to create a second backup using iTunes occasionally in case your iCloud backup ever fails (I do this weekly). To do this, connect your phone to your computer, open iTunes, click on the name of your phone in iTunes, go to the Summary tab of your iTunes sync settings and click Back Up Now. (Your phone will continue to automatically back up to iCloud daily; this is just a second, manual backup, on your computer.)

The only way photos are stored in icloud is in a backup from an ios device. This assumes that icloud backup was turned on and that camera roll was turned on. Note that photo stream is a slightly different service that is used to sync photos from one device to another, it's not really a storage service.
To retrieve photos that are in a backup, you need to reset a device (wipe all data from it) and perform a restore. Note that many users have had problems getting their photos back from a backup - for one reason or another. Remember, the suggested way of storing photos is to sync them to a computer or service like Dropbox.

I need some help, okay so, my iPhone has been acting up lately, I am no longer receiving iMessages, it says it cannot connect to iTunes and YouTube, and I no longer receive push notifications from any of my apps. i figured it is because i need to update the iOS5 for my phone, but I'm not sure. General advice on "slimming" down your device's storage:
You'd have to go into the various apps on a device that is also stored on iCloud and begin trimming files.
Backups:
Go to Settings>iCloud>Storage & Backups>Manage Storage; there, tap the device you need info on and the resulting screen lists Backup Options with which apps store data on iCloud. Turn off camera roll and any other apps that might have a lot of data. Then delete the backup. That will free up space. Photos should be regularly synced to a computer (like you store photos from a digital camera) using either USB via iTunes (on a mac use iPhoto or Aperture to move them to an album) or using photo stream.
