Not if you change the ID. You would need to give them the new address.

Whenever a menu choice is grayed out, that is because you have Restrictions turned on in Settings. Be sure to turn it off.
You are confusing an itunes store account with an icloud account. You two can continue using the same ID for itunes (thus sharing purchased music, apps, etc.), but you really should have separate accounts (different IDs) for icloud, since an account is intended for one user to keep his/her devices in sync.
To create a new icloud account, go to
http://www.apple.com/icloud/setup/
Then go to Settings>icloud and scroll to the bottom of the screen and tap Delete Account. (have restrictions turned off) That will disconnect the device from the account but will not delete data in icloud or other devices. Then sign in using the new ID.

I kind of agree with Philly on this one. If you get a new email address, there is no need to establish an entirely new account to use that address. You just need to modify your account to show the new email address. This way all your purchase history and rights to purchased apps stays in place. Creating a new iTunes/Apple account each time your email address changes really doesn't make sense in my opinion. I only point this out for future searchers who end up on this thread.

Why do you need to access your email? To reset the password?
If you're trying to change the password, you don't need to go to your email. If you know the answers to your security questions, you can reset it without using an email, as explained in the first section of this article: http://support.apple.com/kb/HT5787. To change the iCloud ID you have to go to Settings>iCloud, tap Delete Account, provide the password for the old ID when prompted to turn off Find My iDevice, then sign back in with the ID you wish to use. When you do this you may find that the password for your old ID isn't accepted. If this should happen, and if your old ID is an earlier version of your current ID, you need to temporarily recreate your old ID by going to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID. Click edit next to the primary email account, change it back to your old email address and save the change. Then edit the name of the account to change it back to your old email address. You can now use your current password to turn off Find My iDevice on your device, even though it prompts you for the password for your old account ID. Then save any photo stream photos that you wish to keep to your camera roll. Firstly, if you have 'Find My iPhone/iPad/iMac' enabled on any of your devices, turn it off.
Create a new email address, for example at Yahoo or Gmail, or anywhere convenient (or you can use an existing address as long as it has never been associated with an Apple ID).
Go to http://appleid.apple.com and click 'Manage your Apple ID'. Sign in with the current ID.
Where it says 'Apple ID and primary email address' and gives your current ID email address, click 'edit'.
Enter your new address and click 'Save changes'.
Now you will need to go to each of your devices and sign out in System Preferences (or Settings)>iCloud - 'Sign out' on a Mac, 'Delete this account' on an iOS device (this will not delete the account from the server).
Then sign back in with your new ID. Your iCloud data will disappear from your devices when you sign out, but reappear when you sign back in.
I re-iterate: before you start, turn off 'Find My Mac' (or whatever) or you will need the services of Support.

Thanks for the reply. I did think that could be the case but then other books would also show up as apps on phone but not counted as an app. Maybe book apps downloaded from the app store work in this way whereas books bought from the ibooks app show in ibooks and not as apps.
I guess that would make sense, it must be because they are books but downloaded from the app store rather than the book store so they are visible as an app but don't actually get counted as an app.
Would you think that's the case too?

Did you create a NEW Apple ID or did you change the email address for your OLD Apple ID? This will affect how you update apps in the future.
Anyway, go to Settings/iTunes&App Stores, log out, then log in with the new ID.

I have the same problem - it is maddening. I rely on this iPad for work so this is not just an annoyance! The above solutions of changing the appleid on the device or on the website do not work.
The old email address no longer exists - I haven't used it in a year probably and I no longer have the account. I logged into the appleid website and there is no trace of the old email address so there is nothing that can be deleted or changed there. On the iPad there is no trace of the old email address so nothing can be deleted there either. I have updated the iPad software and the same problem comes right back. Every 2 seconds I am asked to log in using the old non-existent email. The device is currently useless.
The only recent change to anything was the addition of an Apple TV device, which was set up using the correct login and password.
Does anyone have any ideas? The iPad has been backed up to the iCloud so presumably it now won't recognize the current iCloud account? So restoring may notbe an option?
