Not quite sure what you are asking... But...
It should be Noted that anything Downloaded with a Particular Apple ID is tied to that Apple ID and Cannot be Merged or Transferred to a Different Apple ID.

Do you mean your itunes id, icloud id or another id.
You should be able to use your itunes id (settings, store, sign in) on both devices wiothout any issues.
The only issue you would have if you want to use 2 different icloud id's, one on your pc and one on your phone and still sync via itunes.
If your wanting to merge your apple id's this may not be possible, definately not possible if they are itunes id's

On the phone, go to Settings, and change the iCloud and iTunes Store AppleIDs (sign out of the one you have, sign into the one you want). Note that you can't transfer apps from one AppleID to another, so you may still be prompted for your old AppleID password to update any apps that you installed under that ID.

For many years my Apple ID was associated with my work email address. I recently retired and want to change the Apple ID associated with my phone to my personal ID (which I use with my iPad, home PC, etc.). However, I have forgotten the old password associated with my old ID, and since I no longer have access to my previous email account, I can not request a change of password email as it will be sent to my old email account which no longer exists. You can change everything, but it will be frusturating at first. I got my open-box iPad from sams club and it was still associated with some one elses Apple ID.
Go into Settings ----> App store ----> Apple ID
It should change alot. But then you have to change Mail, FaceTime, Messages, Etc.
You could just erase all settings and data and that would give you a much cleaner resualt.

Go to Settings>General>Restrictions and see if the Restriction that prevents changing accounts is set. I faso, unset it.

How do you change the Apple ID for my iPhone 4. I am able to access my iTunes account using my new ID and password on my computer; however, my iphone has a different Apple ID and I do not have cannot access iTunes on this phone.

Also, if you have iCloud, you will probably also want to change the iCloud account on the phone to be yours:
Settings>iCloud - if Account is not yours, go to the bottom and Delete Account. Then sign back on with your iCloud account info.

-If there is no link on the page, then you didn't establish a rescue email address. Contact AppleCare at 800.694.7466 (If you are in the US), and ask for account security. You will need to answer some questions to verify your identity, AND you will need access to a computer to generate a temporary support pin.
