From time to time, especially if you change something in your iTunes store or account, it will ask you to confirm your account details. Sometimes it’s only the last 3 digits of your security code on your CC. It’s part of a security step taken by Apple.

email iTunes support, apple.com/support/expresslane/iTunes and give them your apple id and tell them whats happening, they can fix this.

If you would like help from these user-to-user forums then you will need to give more information than 'it's telling me that I can't'. What happens when you try to buy them, if you are getting an error message then what does it say ?
If you are getting a message to contact iTunes Support then you can do so via this link and ask them why the message is appearing (we won't know why) : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption
If it's a message that you are getting from the game itself then you will need to contact the developers of the game.
If it's a different problem ... ?

You need to find out who the carrier was in Switzerland and see if they will unlock the device. The carrier with the lock is the only one that can authorize the unlock. You may need to check with the original owner and see if they can get it unlocked by the carrier if you do not qualify.

It looks like you have got an Early 2011 or newer MacBook Pro, so you can use 16 GB of RAM. You can buy more RAM at OWC or Crucial. Remember that you cannot upgrade RAM in MacBooks Pro with Retina display
In case you have got a Mid 2010 MacBook Pro, you can only install 8 GB of RAM

The last community calls were only for level 6 and higher users, so it's possible that you don't get invited to any until you reach level 6

Legality aside (I'm not a lawyer and have no opinion on the matter) in order to make a purchase of an iPhone 5 you would need to travel to a country where they are for sale and purchase it there. Be sure to get one that is officially unlocked or you would not be able to use it with your cell carrier. Be sure that your carrier supports use of the iPhone before you buy. Also note that the warranty of the iPhone is only valid in the country of purchase.
Appe does not ship outside of the countries where it sells the phones.

If it shows $23.71, then you still have credit. Just buy something.
