Yes, but if the device is formatted for Mac then you'll either need a Mac or an HFS+ driver for Windows (try hfsexplorer) to extract the data from it. See Recover your iTunes library from your iPod or iOS device for some ideas on recovery. The manual method listed at the bottom of the table and the driver should be enogh if you only need the media and aren't worried about ratings, play counts and playlists.
