If I purchase the latest version of iPhoto for my Mac will it also be available to my iPhone 4s and 5c or is that a separate purchase everything is connected on iCloud.

The iOS version is a separate product, and if needed, purchase; the developers need to create and maintain them separately and may choose to charge for both.

you should always make a backup of data regularly, especially when upgrading to a higher version of OS X. Just because it's free has no bearing on it giving anyone any problems. The only concern you may have is not all older programs will work with 10.9 that do with 10.6. Research kit is a development platform for app developers, it is not an iOS app. It is open source and available worldwide from GitHub. It does require XCode 6.3 and the iOS SDK version 8.
Health Apps developed using Research Kit will be under the control of whomever develops a given app. App developers control the distribution of their individual apps.

If you're going to update the book each year I suggest you follow this tutorial to save the book in it's own library. That isolates it from the day to day library which could experience problems resulting in loss of project, i.e. the book: iP12 - Archiving an iPhoto 9 (11) Book for Editing and/or Ordering at a Later Date
The book library is often small enough that it can be copied to a CD or DVD for off computer backup.

IPhoto update with Maverick will only crop in landscape no matter how you drag the corners.

Not being a professional photographer, I use Iphoto for basic editing as well as organization. Prior to Maverick update and Iphoto update, when i used the crop tool and selected constrain and photo size (i.e., 8 x 10, 5 x 7 etc.) the crop tool would automatically change between landscape and vertical based on how you drag the corners of the tool. Since the upgrades, the crop tool will only allow you to crop in landscape. Any suggestions or does this need to be addressed in a software update? I know some of you will want me to use some other software (Apreture, Lightroom, etc.) not interested. I love just the basics. Thanks.

After setting the crop aspect ratio go back to that menu and at the bottom select Portrait. Now it's a two step process.

It's not very likely. Viruses have to be designed for specific operating systems. Your computer's operating system is Windows (I'm assuming) and your phone runs on iOS, a completely different system, so anything that affects windows will not be able to transfer to iOS.
Now if the music files you ahve on your computer are corrupted in some way they may not transfer or play properly on the iphone, but even if that has some effect other than making the songs not play, that shouldn't do any damage that taking the music off the phone won't fix.
