Insert Pages in New PDF

Question

I have created a new empty PDF as follows:
     If objAVDocNew.Open(strCombinedPDFName, "") = False Then
        MsgBox "Could not open " & strCombinedPDFName
        Return
    End If
    Set objPDDocNew = objAVDocNew.GetPDDoc
    If objPDDocNew.Create() = False Then
        MsgBox "Did not create Combined PDF file.", vbCritical + vbOKOnly, "File Not Created"
        ShowMessage ("Did not combine and email PDFs.")
        Exit Function
    End If            
When I attempt to insert pages from another PDF, the insert fails.
     If objPDDocNew.InsertPages(0, objPDDoc, 0, lngPages, 0) = False Then
        MsgBox "Pages did not insert"
    End If
However, when I execute the above statement on a PDF that already has pages in it, not a blank PDF, then the insert works.
What do I need to do so I can insert pages into a newly created PDF?

OK, I've changed my code as follows and it still doesn't insert pages:
     Set objPDDocNew = CreateObject("AcroExch.PDDoc")
     If objPDDocNew.Create() = False Then
        MsgBox "Did not create Combined PDF file.", vbCritical + vbOKOnly, "File Not Created"
        ShowMessage ("Did not combine and email PDFs.")
        Exit Function
    End If
     Set objPDDoc = CreateObject("AcroExch.PDDoc")
    If objPDDoc.Open(strFileName) = False Then
        MsgBox "Could not open " & strFileName
        Return
    End If
    lngPages = objPDDoc.GetNumPages
    'Add pages to new file
    If objPDDocNew.InsertPages(0, objPDDoc, 1, lngPages, 0) = False Then
        MsgBox "Pages did not insert"
    End If
What am I missing?  Thanks!
