Yes, I consider this advisable, too - for the moment.
There may be still bugs in for which the ability to revert to LR3 can be very helpful. E.g. if tone curves are lost: the best intermediate solution could be to open LR3 and save the settings to xmp, then close LR3, open LR4 and read metadata from file.
I might uninstall LR3 probably when LR4.2 might be out...

How do I find the photos on my old computer and get them into Lightroom on my new computer?

You would need the catalog and the images from the old computer if you want your work that you have done previously. You will have to copy the images and the catalog from your old computer to the new one. Don't you know where you imported images to?

OK, understand that you:

In other words you have reinstalled Windows 8 thereby wiping all programs except those from the Windows Store.
You will need to reinstall all other applications but your data, e.g. catalog etc, should still be there.

You have not provided this info, but my guess (thinking out of the box)
a. You are low on free disk space on your main Hard Drive. You should seek to have at least 20% of the full capacity of the drive free at all times, the more free space the better. e.g If your main HDD is 500GB you should have 100GB or more free.
Why I think this is the problem? Your system specs just about meets the minimum requirements of Lightroom Version 5. You are using a 32 bit OS so in effect you are limited to 3GB of ram, version 5 would perform better on 64Bit system. Having plenty of Hard Drive space will assist the limited memory.
b. The drive may be failing and you should make sure you have secure backups of your files (Catalog File & Original Image files.)
c. Faulty or failing ram module.

Use your backup copy of your computer to put everything back on the computer.

I Nearly bought from Amazon too but I found a thread from Adobe stating that the only recognized outlet for lightoom is themselves and other outlets serial numbers will not be guaranteed.

Masher please use the uninstaller located in the Applications/Utilities/Adobe Installers folder. Once Photoshop Lightroom is removed then please download Lightroom 5.5 from Adobe - Lightroom : For Macintosh : Adobe Photoshop Lightroom 5.5 and reinstall.

It's referring to the MAC password that you have setup.
A software prompts for a password only when there are restrictions set on the user account for unauthorised access to system files and folders.
