Is Saudi Government Ban on FaceTime a lie?!

I have browsed apple communities for the reason of banning facetime from iPhones sold in Saudi and the answer from Apple always blame the government of Saudi for imposing this ban and request customers to complain to their government.
When users do that and call the CITC, which is the Saudi government agency concerned with regulating such issues, they inform them that no such ban exists in Saudi and so does the three service providers in Saudi. I have checked the CITC legislation and found no ban on facetime or similar services. However, what is known for sure is that the government of neighbouring UAE actually imposes a ban on facetime and similar services.
Apple has complied to its requirements by removing facetime from phones sold in UAE. The reason I am mentioning this is because all phones sold in Saudi mentions UAE in the documentation that comes with the phone and not Saudi. I suspect that Apple sells the iPhones models with the facetime ban in both Saudi and UAE with the ban actually existing only in UAE and hence imposing facetime indiscrimently on Saudi users. I hope this is not true but the reality is that the Saudi government claims that it does not ban facetime and Apple has not provided any proof of anything otherwise.
Nevertheless, even if facetime was banned in Saudi or any other country I think this should be imposed through the carriers and not through the actual phone. Currently in both Saudi and UAE, customers buy their phones from other places and enjoy facetime using the services of the carriers of both Saudi and UAE which should not be the case knowing that a ban against this service actually exist in those countries. Whereas in the otherhand if somebody buys an iphone from Saudi and uses it elsewhere facetime will still be blocked although the ban (if exists) applies only in those countries and on using the service and not having the capability of using it in other countries. 

I think Apple knows what it is doing. It is the Saudi government that must be suing Apple for lying about the whole matter. And I think the CITC is heading in that direction to clear the matter once and for all. Apple does have the right to deny its Saudi customers facetime (even for a reason which is not justified) but it has no right to blame it on other governments or agencies.

    To expand on wjosten's reply, FaceTime is banned by the Saudi government and Apple has to disable that ability on iPhones sold in the kingdom. So, to get FaceTime, you need to purchase a phone that is not covered by that ban, like unlocked phone purchased in France, US or the UK as examples.

    Facetime is banned by law in KSA. If you purchased the phone in another country in the Middle East, it may be removed when taking it into a region where it is banned.

    Sorry, no. FaceTime has been permanently removed from all iPhones sold in Saudi Arabia. This is done at the request of the Saudi government. So, if you think that's not fair, complain to the Saudi government.

    The only way you're going to get facetime is if you purchase your device is a country that hasn't banned its use. However, I'm not sure if it'll even work if you do that. As in the program is disabled on the server level....for example I can bring my US device into Saudi but Facetime will not work until I get outside of the country's borders.
    Skype is a program that's often mentioned as a work around for that country's ban on Facetime. (I know it exists for iPad, not sure if there's an iPod version)

    No. This question gets asked daily...FaceTime has been permanetly removed from your phone at the request of the Saudi government, there is no way to get it on your phone. Sell your phone & purchase a phone elsewhere if you want FaceTime.

    AFAIK, the ban on FaceTime applies to phones...your government doesn't want you making "free" calls.
    It is what it is. Complain to your government if you don't like this, as there is nothing Apple can do to help you.

    Sorry, but you purchased an iPhone from a country that has requested FaceTime be removed from all iPhones sold in that country. Apple has no choice but to comply with these government requests, hence FaceTime has been removed from your phone and there is no way to activate it, regardless of where the the phone is used. If you want FaceTime, you need to sell your phone & purchase an iPhone in India.

    If you bought it in Saudi Arabia then FaceTime is not available - it is blocked due to requirements of the Saudi government. As it is blocked by the device's serial number you won't be able to install it via iOS updates either.

    Skydiver119 answered the question. Due to governmental restrictions,
    iPads purchased in UAE and KSA do not have FaceTime and it cannot
    be installed on those iPads. If FaceTime is important to you, make your
    purchase outside those areas.

    As stated, it can't be done. It's banned by the Saudi government. It can NOT be added, even if you take the phone out of the country.
