Is this a bug? If so, how do I report it?

The following queries which are logically identical but produce different results in 9i2. They are identical except for the clause after the 4th AND in the join condition. The order and comparison operator are changed.

WHERE ts.time_series_name='CPI-URA'
AND ts.ver_start_date <= to_date('20040930','YYYYMMDD')
