ITunes in Saudi Arabia

I am a British expat working in Saudi Arabia. It seems that only the App store is available in Saudi Arabia. There does not seem to be any way to access music, TV or movies from the Saudi Arabia iTunes store. Is the correct? What determines what is available in each country and is there any way to get music downloads implemented in the Saudi Arabia store?
Is it possible to have a choice of Arabic or English on the iTunes signup screen for Saudi Arabia. If you choose Saudia Arabia as the country the following screen is only in Arabic!

Licensing, copyright laws, commerce laws and availability of appropriate technical infrastructure are all factors.

Only if Apple at some time is able to address all of the above issues and feels that the market justifies the costs involved. When, or indeed if, that will happen, no one here can say.

In order to buy/download anything from the US store you will need a valid US billing address and be in the US when buying it. You can try requesting that it be added to the Saudi store, but ultimately it's the app developer that will have to grant Apple a license to sell it there (assuming that it's not restricted by your country) : http://www.apple.com/feedback/itunes.html

Besides setting the iTunes store to the US, you will also need
a credit card issued in the US with billing address in the US;
you also are supposed to be located in the US when using the
US store, and there are periodic software checks to verify that.
Simply changing the iTunes store to the US iTunes store will
not allow you to make purchases/download free apps without
meeting the other requirements. Do you meet them?

Tell me exactly how much you have in your store credit and I"ll let you know the best solution.
Also, I'm not 100% sure, but when you switch back to S.A., Apple MAY track your IP and still give you probs if they figure you're trying to get around this problem without moving out of America. But we won't know for 100% until we try it.
If your store change is less than the price of a single song, then you can ask the iTS support to just cash-out that balance. They'll probably send you a response to reverify this first though.

Once you change back to S.A. please let us know if you can still see the purchases in the Cloud or not from your US I.P. address as I'm curious if they've fixed this exploit fully or not.
