Java Add-in WAS 6.40 on MSSQL Server

Question

Hi,
I am trying to install the Java Add-in (WAS 6.40) on Windows 200 Server after successfully installing the ABAP system.
I am getting an error during the "start SAP J2EE engine" phase of the installation.  The message goes:
ERROR 2005-03-15 19:01:58
CJS-20057  Starting J2EE Engine DVEBMGS00 of SAP system BW3 failed: after 23 seconds the state of the engine changed from "Starting" to "Stopped".
After like 780 seconds, it pops up an error message box to "retry", stop or cancel. I tried retry several times : - didn't work.
Tried to stop and then reboot, then started the SAP MMC. and the XX0 and XX1 services manually (where xx is my machine name). However, I tried looking for Process = jcontrol.exe but cannot find it.
Anybody have any ideas?

Yes, I can check the developer trace.
I know the error is in the dev_jcmon file:

I also know that the Java VM started OK looking at the bootstrap file.  I am logged in as a Local Administrator and have 4GB of memory.  What could be the problem?
