Listener worked well but sql developers connection failed

Hi all,
this problem is frustrating me. I installed oracle 11g and try to connect the instance(SID: tbtest) from sql developer. But I always get error:
Status: Failure-Test failed:io exception. The network adapter could not establish the connection!
I checked the listener. Everything seems ok.
Below is my listener.ora

I checked the trace/listener.log file. the last warning seems to be the failure from sqldeveloper request
