Local Database, TNS Names & ORA-12541: No Listener

I am trying to get IFS working on our new Windows 7 machine and the entire department is scratching it's head right now.
I have gotten Oracle 11.2.0.1 installed and finally being seen by the ODBC thanks to the past threads on the forum mentioning the System Environment Variable. However, now I need to be able to get the program to sync the information that I can pull from "MPRDSP6", the one working ODBC connection right now.
In the past with Oracle XE we had the following in our TNS Names file:

The XE was created whenever Oracle XE was installed and we just added in our MPRDSP6 at the end of the TNS Names file. This was what we used when making the local copy for our personell that would travel and need access to the database.
However, with Oracle 11.2.0.1, there was no TNS Names file whenever it installs and I had to create it --> Inputting our XE entry and the other, MPRDSP6.
Upon trying to 'Test Connection' in the ODBC screen I get:
Unable to Connect
SQLState=S1000
[Oracle][ODBC][Ora] ORA-12541: TNS:no listener
Whenever I try to sync the MPRDSP6 with the local copy of it (named local_db), I am getting an error from the program saying:
Could not find the Local Oracle Data Folder. Please make sure your Local Oracle is running and that you have set the Local Database Creator.
I am assuming this is simply because there is actually no database in existance: it is just in the TNS Names.
I am Running Windows 7 x64
Forgive me if this is a very simple fix as I am completely new to the world of Oracle.

Having the same issue, trying to connect IFS Sales and Marketing. In my case, I am using Oracle Express 10g, Windows 7 32-bit. My ODBC DSN can find the "host" server, but does not seem to find the local Oracle Express instance.

I have installed Oracle 9i on machine in Windows XP. When I try to open the database SID in the Enterprise Manager, it gives me TNS Error: ORA-12541: TNS: no listener.
I have checked the Oracle Net Configuration:
Protocol: TCP/IP
Host: PNR18
Port: 1521
In the xp administrative tools, I found that the listener is on start.
When I try to test trough ' Net Configration Assistant' getting same error, similarly with Net Manager.
I don't know if I am using the correct protocol in my case of standalone installation.
Any advice/correction? it would be appreciated. I am giving all the information of TNSNAMES.ORA, LISTENER.ORA, SQLNET.ORA, which is on my machine.

First of all Thanks for suggestions for solutions but still SAME PROBLEM:

I tried according to your suggestion, still SAME error !! I have also configured new DB
with Enterprise MAnager Configuration Assistent - during DB creation same error occured.
1) I have seen in XP service where all listener is running as well as OracleServiceORCL
is also running.
2) OracleOraHome90TNSListener also running with other listeners!
Case-2::
Dear I also delete listener and create new one and also configured Database Description
and tried to do so but still same problem while I am TESTing it with - Net Manager /
Net Configuration Assistant. I have also tried
C:\TNSPING ORCL - it is giving 'ok' result
but when I am using C:\LSNRCTL START listener - it gives me following errors.

Ent. Manager is not able to connect to the database instance. ORA-12541

I have installed and configured Oracle 10.2.0.1 on a Microsoft Cluster with Windows 2003 Server.
Database instance and listener are running OK on both cluster nodes.
On one of the nodes (pwmssrv1) I configured Enterprise Manager to monitor and control the database.
At the beginning it worked fine, but after making a reboot on this server the Enterprise Manager cannot see the database instance and listener anymore.
I already recreated/reinstalled EM and the problem persists.
When I try to access the Oracle EM I get the errors (it do not show the login page):

Can't Connect to Database - TNS Names Trouble

Hi all, this is my first posting, so bear with me as I struggle
through trying to word it in a logical manner that you can
understand! I'm definitely not an Oracle guru, but some of my
job duties require me to interact with several databases -- so I
know enough to get by. After the battle with the Nimda virus, my
system could not find the files to start SQL Plus and the icon
had turned to generic. In an attempt to try and resolve this, I
downloaded and installed the 8.17 client. I set up several
connections through Net 8 config asst, but some of them would
not work. Here's additional background info: we are moving to a
new clustered DB configuration. The old config was numerous
individual databases, but the new DB incorporates all the old
ones (just separate accounts). The funny thing is I have no
problem setting up connections to the old databases, but have
had zero luck connecting to any account on the new DB. I have
coworkers that are using an older version of SQL PLus and SQL
Net Easy Config and they don't have any problems connecting to
the new DB. We double checked there TNS names against mine and
found no differences. Also, I still have the old version of
Oracle loaded, because it wouldn't let me uninstall it -- I
loaded the 8.17 in a new home. I'm desparate, so any help at
all will be very appreciated. Sorry for such a long post.

Steve,
This sounds like a job for Oracle Support. There are so many
factors here, and if the tnsnames.ora files are the same, it
will need some industrial strength investigation.

Hi All,
Is there a possibility to connect to a Oracle Instance Installed in "Server B" from "Server A" where Oracle client is installed and doesnt have TnsNames.Ora file.
I want to know this as I am able to connect to Oracle Instance from my PC without having Tnsnames.Ora at 'C:\oracle\ora92\network\ADMIN'

Does this ORACLE_HOME (ORACLE_HOME = D:\oracle\product\11.1.0)
match your ORACLE_HOME location?
Else you should correct it - then stop and start the listener.
In addition, please post:
- lsnrct status (showing the gateway listener status)
- on the database machine: tnsping dg4odbc and tnsping dg4odbc.de.oracle.com

Now I run Oracle 10g on WinXP pro and I want to develop PHP web application with Oracle.
I just set up Oracle and config my iis + php to support Oracle yesterday, Today I try to connect to Orcle it's still error with error ORA-12541: no listener

Typically when you get "Message xxxx not found: ..." error messages when trying to start the listener, it means that your ORACLE_HOME is not properly set.
The walkthrough is to set the ORACLE_HOME at envionment level just before using the command, and maybe also as a system environment parameter.C:\>ECHO %ORACLE_HOME%

Are you trying to register different port than default port 1521?
Do this or take local_listener completly out of your pfile and try with out
Edit your sqlnet.ora and add the value of NAMES.DEFAULT_DOMAIN to the alias in the tnsnames.ora:
set the domain to "world"
*sqlnet.ora:*
NAMES.DEFAULT_DOMAIN=world
init.ora:
LOCAL_LISTENER=LISTENER
In order to resolve this issue with LISTENER, it is necessary to add the domain "world" to the tnsnames.ora file entry
Or Edit init.ora file and remove loca_listener from it.

TNS Error : ORA-12154 unsing oo4o with VB

In VB6, using oo4o(Oracle InProc Server),
whin I run debuging mode with VB6 App, result is successfull.
But, compile this application, and execute EXE module,
error occur 'Cannot resolve TNS Name (ORA-12154)'.

Just make sure that the executable is not started from a directory path containing brackets (e.g. "C:\Program Files (x86)\MyApp\myapp.exe") but copy that executable to a directory path without brackets. The brackets in one of the directies in the path may lead to the Oracle exception "ORA-12154: TNS :could not resolve service name".

RV320 "DNS Local Database" no function

I did setup a brand new RV320 today. Firmware is v1.1.0.09.
I am facing the following problem...
I filled the "DNS local database" with names and IPs and expected that
clients connected via DHCP will be able to use that names in the LAN
instead of IPs. DNS server mode is set to "Use DNS Proxy".
However, clients don't get the names resolved as expected.
Any idea, what does go wrong?

I found the same issue after setting up a local hostname in the DNS table in my RV320 (firmware v1.1.0.06) about a week ago but I don't think the explanation in your "reply" is correct. What I noticed at first is that I couldn't ping the host by name from my Windows PC, but it worked fine from my Android tablet or Linux PC. Experimenting a bit more yesterday, I ran Wireshark while pinging from my Windows PC and discovered that if I used a host name, but not a domain, the PC sent a couple of LLMNR packets (destination IP 224.0.0.252), to which it got no reply, then gave up. If I pinged an external site from Windows, e.g. www.google.co.uk, it issued a single DNS query, destination 192.168.0.1, got a response either from the RV320's proxy cache or the ISP's DNS, and carried on with echoes. If I add a domain extension to the local hostname in the name table, e.g my router's default domain, router44fda0.com, and ping hostname.router44fda0.com, the PC also issues a DNS query, and gets an instant (well, 0.864 millisecs) response from the RV320. I set up my target host with Bonjour (the avahi daemon), and pinging hostname.local from my Windows PC, found that it began with a double multicast DNS (mDNS) query (destination IP 224.0.0.251) asking for the same nodename on IPv4 (type A query) and on IPv6 (type AAAA query), to which my target Linux system responded with hostname.local and the IPv4address, but not the IPv6 address. To my surprise,125 millisecs after the PC received the IPv4 address, it issued a DNS query to the router, which responded "no such name" (the hostname was still set up with the router's default domain extension). Even stranger, the PC then issued two LLMNR queries with just the hostname, not the .local extension, to which it got no replies, and finally a second mDNS query, this time a single IPv6 (type AAAA) request for hostname.local, to which it also got no replies. So only the first mDNS query got a successful response. I presume that if had got a successful response from any of the other queries, they would have superceded the first response, i.e. it is saying if the DNS disagrees with the multicast DNS, the DNS is right, if LLMNR disagrees with mDNS and DNS, then LLMNR is right, and if it gets an IPv6 response to the mDNS query, that trumps everything!
My point is that the RV320 does respond to a DNS request, even if it only has a host name in its table. The problem encountered above is that Windows does not issue a DNS request if you ask it to open a host name with no domain.
BTW, I understand that the only reason my PC issues an mDNS query is that Apple install an mDNS extension when iTunes is installed. The mDNS query is only issued if the domain is .local

This is the error in grid alert:

But the test of connection string in database configure screen is successful. tnsping works too.
Grid version: 11.2.0.1.0, no patches.
Target database version: 10.2.0.2

Any ideas?

OK.. Are you testing the connectivity from "Preferred Credentials " setting page?
Try to configure target from
Targets-->databases--> then select your database and click on "configure" button.
Enter all the details and press "Test Connection" button once it shows that connection is successful go to next page and finally save the setting.
Let me know how it goes....

Using a DNS address in tnsnames.ora and a hardcoded IP address in listener.ora or a DNS name not translating to the same IP address the tnsnames.ora DNS translates to, is a known source for ORA-12541.
The listener tries to establish communications to the client, using the IP address it gets from listener.ora or by calling nslookup.
If they don't match: kabloey.
Been there, done that, and a little searching would have helped you out.

9.2.0.1.0 - OEM - XP home - ORA-12541 TNS: no listener

I have installed 9i (9.2.0.1.0) on Windows XP home edition and can connect to database with SQL Plus but get ORA-12541 TNS: no listener error when I try to connect with OEM. I saw someone else had this problem in Febuary and he sadly got no replies, hopefully someone will be able to help me (us) out.

I guess you now have answers.
1. Check if listener is running
lsnrctl status <listener name>
2. Check port number and SID used
3. Check TNSNAMES for correct Port and SID name
4. Check error details in $HOME/network/log

PL/SQL Debugger and ORA-12541: TNS:no listener

I installed SQL Developer on my PC (Windows XP). I have a connection to my devlopment database on server (Solaris, Oracle 9.2.0.6).
I create a procedure and compile it successfully. Now I want to 'debug' it. I click on the Debugger (ladybug), set my parameter value and click on 'OK' in the Debug PL/SQL window. In the Debugging log I get:

What listener is it looking for on my own machine? I don't have J Developer and I'm using a remote database.
I found the thread on setting the 'Prompt for Debugger Host for Database Debugging'. Enabled that and tried debugging again. Got the prompt for entering the IP of the Debugger Host. Tried the database server. So I got:

The answer is probably right in front of me, but I just can't see it. Is something mission on the database server?

I am running SQL Developer on Windows XP Professional and I was experiencing the same problem.
When I started the debugger I got the message from Win XP that Windows Firewall will block some features of the program (being the PC at work I don't have admin privileges on it). I accepted this, not knowing which features would be blocked.
Then, the debugger was just hanging. After a while it timed out and came back with exactly this error message.
I restarted the SQLDeveloper and tried again without much success. This time though I didn't get the Windows Firewall message.
After another few trial and errors I figured out that the Firewall must be blocking connection establishement on the client site i.e. on my PC.
It was the CALL DBMS_DEBUG_JDWP.CONNECT_TCP that was hanging.
As the system admin disabled the Windows Firewall on my PC the debugger started working. We have a luxury to disable local firewalls as there is one that protects our network from outside traffic. People who cannot afford to disable the Windows firewall will have to tinker with the firewall itself and configure it in such a way that it allows traffic on certain port range (4000...4999). Then in SQLdeveloper you will have to go to Tools->Preferences->Debugger and tick Debugging Port Range. The chosen range should match the port range on the Windows Firewall side.
By the way, in the call to CALL DBMS_DEBUG_JDWP.CONNECT_TCP the first parameter is the IP address of your PC and the second one is the port used for debugger connection with the database server. If for some reason the IP address chosen by the debugger is not your IP address (you can find your IP address as follows: Start->Run->cmd; then use command ipconfig), you will have to tick "Prompt for Debugger Host for Database Debugging" on your Debugger Preferences. This way you'll be able to chose the IP address yourself.

rest all DB13 jobs are running fine.
Only for windows system we are facing issue now.
Runtime Error which comes along with it is:
OBJECTS_OBJREF_NOT_ASSIGNED
Access via 'NULL' object reference not possible.
The current ABAP program "RSDBAJOB" had to be terminated because it has
come across a statement that unfortunately cannot be executed.
lsnrctl status for t72 instance is giving result for another instance(A72 which is teh Acceptance system for T72)

Thank you for your suggestion.
But i do not think it is really required to change P96 tnsnames.ora.
Because, T72 database is in a Linnux box where several other DB are also there.
(Our landscape,NOn-PRD DB instances are together in 1 linux box)
DB13 jobs of other instances are working fine.
Only difference is T72 sap instace is a windows server where as other instances are in AIX.
In DB13c, windows system is configured as without ABAP server .
                 UNIX systems as With ABAP server.
All were working with this configuration till few days ago.

ORA-12541: TNS:no listener after upgrading from 11.1.0.6 to 11.1.0.7

After upgrading from 11.1.0.6 to 11.1.0.7, I get the error: ORA-12541: TNS:no listener.
I have attached my tnsnames.ora, listener.ora and my sqlnet.log.
I have tried deleting the listener and re-adding it and I get the same error.
I have tried adding a new database and it errored at 97% because it couldn’t connect to the listener, but still seemed to create the database.
Any suggestions would be appreciated

In this part you have to set SID_NAME and ORACLE_HOME value of new 11g home.
