how to make IP into URL...plz suggest

Hi,
There is lot of process and concepts((Networking, IIS, Operating System, SharePoint) are involved to make an IP into Url. The steps will vary depends on various factors like Internet/Intranet and SP environment. At high level, you can
refer the below steps which are useful for initial understanding.
I assume you want to create SharePoint site (url) and then want to bind an IP address to that Site.
1. Get a Server which satisfies the requirements to install SharePoint.
2. I assume The Server you got  is joined to the corresponding office domain and it has an valid IP address which was registered in the DNS. (this normally takes care by network team in every organization)
3. Decide the what available hostname you want to use for your SharePoint site and ensure that hostname is registered in the DNS (this normally takes care by network team in every organization)
 for example, http://contosomo.com here contosomo is the host name.

4. Create a Web Application in SharePoint using the above host name

5. In general the site will use the Server IP address .
 If there is requirement to use dedicated IP address then that can achieved by binding that in the site in the IIS
