ManageCustomerIn Webservice - Update Customer with additional attachments

Question

I am attempting to use the webservices to maintain an account and update the account with attachments. Since users will be interacting with the UI and adding attachments, we only want to add new attachments to the list that is already there. When i attempt to do this through C#, the webservice requires me to specify the document folder property "DocumentListCompleteTransmissionIndicator" = true. If i don't it fails but even if i specify action codes to the folder of Item02,Item04,Item06, the document still overwrites all the attachments in the list. Any ideas on how to process it using C#? We have tried using a third party soap tool to process manually and it doesn't require the list complete property and adds the document correctly.

Just an update:
reapplying the update finally installs the new agent 10.3.4 - at least on most PCs.
Only our helpdeskt complains about a lot of calls due to popup messages during the update - the update always continues - but users are worrrying. Here are entries in system-update.log:
