Missing DGB Service

Question

Another day another weird issue.
I have a primary and standby database sitting on different services
Primary runs fine and ships logs to standby database
Switchover from primary to standby works fine.
however on the standby site DataGuard and broker is running but the is no DGB service being dynamically registered with the listener.
When a log switch takes place the archiver freezes as it can not archive to log_archive_dest_2.
No errors in alert log, No errors in listener log and no DRC log as the DGB service has not started. I am guessing there is something fundamentally wrong with the install at this point.
Having not built the machine or the Oracle install I really do not know where to turn now.
Options?

ORA-16014
That points to a parameter issue. But could also be an FRA issue on one of the servers.

Make log_archive_dest_n has valid_for attribute
Ex.
log_archive_dest_1 VALID_FOR=(ALL_LOGFILES,ALL_ROLES)
log_archive_dest_2 VALID_FOR=(ONLINE_LOGFILES,PRIMARY_ROLE)
Certain combinations don't work together but I have to get the document out because I cannot do it from memory.

Here's my standby listener file, what jump about yours is you have non DGMGRL unser the "SIDLIST_LISTENER" section. I'm not sure if this is an issue or not but since they all have the same SID I have to wonder about conflicts. The parameter issue should be ruled out first.
