You cannot.
You can ONLY buy from the itunes store of your country of residence ( proven by the valid billing address on your credit card) AND ONLY while inside the borders of that country.

Have you redeemed your iTunes card to an account associated with an Apple ID?
Once you have your iPad associated with an Apple ID AND you have an account with a credit card associated with the same Apple ID AND you have some 'store credit' (from redeeming your iTunes card) then purchases use the store credit before they charge the credit card, so you should be ok!
Personally, I use 'store credit' as a way to monitor whether or not there have been any 'unauthorised' purchases because as soon as the store credit is zero, the security code from the credit card is needed for further purchases! It does mean that I have sometimes to top up store credit before making a purchase, but 'better safe than sorry'! -

In order to purchase from iTunes, you must have an account in that iTunes country store.
In order to create an account, you need a credit card issued on a bank from that country and a billing address in that country.
Also, you need to be physically in that country to purcahse from that countries iTunes store (acording to the Terms of Service). -

Buy something for more than the balance and charge the remainder to a credit card, or write Apple and ask them to keep the balance.

You're right, it would have been covered under warranty. But because of the user damage, chances are there's a 200-something dollar fee . If you explain to them that it had a defect previously, they might replace it for you at no charge. **MIGHT**. But they would have to believe that it had a defect previously.

Is this in the US store? How much is the credit that you have on your account? How much does the app cost?
The US store prices do not include the local sales taxes added in the final steps of the sale. If you do not have enough credit to cover the total the system asks for a credit card to cover the remaining balance. -
My Adobe trial for Photoshop Elements 10 for the Mac was over and I wanted to buy the application. The screen message was "Your trial has expired...but the fun doesn't have to end! Buy now to continue using Photoshop Elements 10 without having to download or re-install. " and then the button "Buy Now". When I hit the Buy Now button I am put in a field to buy Photoshop Elements 13, with no way to change to Elements 10. I do not want to go through the hassle of reinstalling etc. In fairness, it's been over a month since making the decision to buy. Still, I consider this a nightmare. Any ideas on how to buy the app I've got withou having to purchase a whole new one? Thanks.
