No. If it is offline then there is no way to find it on the web. The device must respond in order to be located.

    "find my iPhone" option must be activated on the iPod before loosing it.  If you haven't you are out of luck.  If you had, then either go to http://www.icloud.com or use the "Find my iPhone" apps from any other iOS device.
    The iPod will need to be connected to a wifi network in order to be located.

    The "Find my..." function is pretty much useless if the device is in the hands of a thief.  All that is necessary is for the thief to connect to any computer with iTunes and "Restore as new."
    The only real protection you have is with the personal information on the device rather than the physical device itself.  This requires action before the device is lost/stolen.  If the device has significant personal information, it should have a strong 8-digit (or longer) password AND be configured for automatic wipe in the event of ten consecutive incorrect password entries.

    Restoring the iPod will do nothing to his iPhone.
    When you restore it wipes the iPod clean no matter what computer you use.
    The only plus to doing it form your home computer is if you have a backup stored there, then you can restore from the backup once it's done wiping.
    If you are away form your home computer, go ahead and use the computer you have to restore it, then when you get home, you can restore form any backup you may find. You can use this to help you do that when you get there: http://support.apple.com/kb/ht1766

    When you share an iCloud account, any data you sync with the account is merged, and any actions you take on one device (such as deleteing contacts) is synced to all other devices sharing the account.  To avoid this, each person's device(s) should have a separate iCloud account with a separate ID.  (You can continue to share your iTunes account; it does not need to have the same ID as the one used for iCloud.)
    To create separate icloud accounts, decide which iPhone will be keeping the current iCloud account.  On the one that will be changing accounts, go to Settings>iCloud, scroll to the bottom and tap Delete Account.  (This will only delete the account from this phone, not from iCloud.  The phone that will be keeping the account will not be effected by this.)  When prompted about what to do with the iCloud data, be sure to select Keep On My iPhone.  Next, set up a new iCloud account using a different Apple ID (if you don't have one, tap Get a Free Apple ID at the bottom).  Then turn iCloud data syncing for contacts, etc. back to On, and when prompted about merging with iCloud, choose Merge.  This will upload the data to the new account.
    Finally, to un-merge the data you will then have to go to icloud.com on your computer and sign into each iCloud account separately and manually delete the data you don't want (such as deleting the other person's contacts from your account, and vice versa).
    As for recovering the deleted contacts, you can try restoring her phone from her most recent backup.  This may recover the contacts, however it often doesn't.  Restoring to an iCloud backup has to be done in the initial setup process.  If she have any data on your phone now that is not in the backup that she wants to save she will need to do that first.  Then go to Settings>General>Reset and tap Erase All Content and Settings.  You will then go through the setup screens as you did when the phone was new. When given the option, choose Restore from iCloud Backup.  Be sure you are connected to wifi and your charger as this will take some time to finish.

    IF she set up find ny ipod on the ipod itself BEFORE it was lost, AND it is on, AND it is connected to wi-fi, then she may be able to get an approximate street address using the find my ipod service.

    your going to have to put the ipod into recovery mode and restore the device. Unfortunatly you will lose all the info on the device after the restore but if you have a backup for the device in itunes you will be able to get all the info back if no backup is on itunes all info will be lost you can find the backups on in itunes under the   edit>
    preferences>devices and check for the backup
    to put the ipod into recovery mode disconnect the ipod from the computer
    power down the ipod
    press and hold the home button than plug the device in and the itunes should give a message that states
    itunes has detected an ipod in recovery mode and must first be restored before it can be used
    than click the restore option in the summary page and issue resolved
