My email address seems to be linked to my wife's email address and that is stopping me from setting up my own Apple ID.  How do I get over that hurdle?

My email address seems to be linked to my wife's email address and that is stopping me from setting up my own Apple ID which is stoppoing me from using Face Time to speak with my wife when I am away from home.  How do I fix that?

Unlink your appleID from her account.  Have her sign in, and remove your ID from her account.  That should free it up.
