FORCE IPAD INTO RECOVERY MODE
1. Turn off iPad
2. Turn on computer and launch iTune (make sure you have the latest version of iTune)
3. Plug USB cable into computer's USB port
4. Hold Home button down and plug the other end of cable into docking port. Do not release button until you see picture of iTune and plug (very important)
5. Release Home button.
ON COMPUTER
6. iTune has detected iPad in recovery mode. You must restore this iPad before it can be used with iTune.
7. Select "Restore iPad"...
Note: Data will be lost

Your phone is disabled for some reason. Maybe you entered the wrong Passcode too many times. In any case you need to do just as the phone is instructing you to do. Start the latest version of atones on your computer and connect your phone. iTunes should guide you through the process of getting your phone working again. Try restoring the device using iTunes. Connect the iPad to your computer and when iTunes opens, select your device on the left side, then click on the summary tab, then click on Restore.
After the device is restored you will have an opportunity to restore from your backup. Restore from the backup when you are done and then sync with iTunes.
if that doesn't work, try recovery mode.

With iOS 7, the devices have become more sensitive to the type of cable that is being used to charge the device. I have found that with my iPhone 4, once I upgraded to iOS 7, it became a little more sensitive to even my iPad charger. It doesn't always recognize it if I just plug it in, but if I slide it in slowly until I hear the charging tone, then I can push it the rest of the way in, and everything works as it should.
Any chance the cable is bent or frayed? How long have you had the device and cable? If it is under a year old, take it into the Apple Store (device and cable) so you can show them what is happening. They should replace your cable.

I connected my iPad and iPhone to sync just now and got the message, "The iTunes Library cannot be saved. An unknown error occurred (-54)." What does this mean? I clicked "OK" and the sync appears to have worked properly. Thanks - dalebird (MacBook Pro, g4 17in)

I turned my Iphone 4 off. When I went to turn it back on, up popped a silver screen that read Iphone with no service. My service has not been cancelled. What does this mean, please help?
If a reset doesn't work, try and force iPad into Recovery Mode:
1. Turn off iPad. Press and hold the Sleep/Wake button for a few seconds until the red slider appears, slide to turn off.
2. Connect USB cable to computer
3. Press and hold the Home button down and connect the docking end of cable to iPad
4. Continue holding the Home button until you see the "Connect To iTune" screen
5. Release the Home button
6. Open iTune (make sure you have the newest version of iTune)
7. You should see "iTunes has detected an iPad in recovery mode"
8. Use iTune to restore iPad
Note: You need to be patient and repeat the above many times to recover your iPad
