My iphone 4s is factory unlocked purchased in the U.S., but does not work in carriers of Brazil

I bought my iphone 4s unlocked factory from U.S., but does not work in carriers of Brazil.
Displays the following message:
Only compatible SIM cards from a supported carrier may be used to active iPhone. Please insert the SIM card that came with your iPhone or visit a supported Carrier's store to receive a replacement SIM card.
What can I do?
Thanks.

Return your phone for a refund, because you did NOT purchase an officially unlocked iPhone 4S. There are no officially unlocked iPhone 4S's being sold, in the US, anywhere but Apple's online store. If you didn't get your phone through Apple's online store in the US, it is NOT officially unlocked.
