My Ipod Touch got stolen. What should I do?

This is honestly, the second time it's been stolen and I'm SICK SICK SICK of it.
The thing costs a lot and not to mention I don't even have a job yet. Kids in my school are so dishonest.
Today, I was searching up how to track down my ipod without icloud or any of those tracking apps and I found out I could probably get their IP address from my gmail. And, to my surprise I found an ip address that's NOT mine. My friends told me the police wont do anything. I also have the serial number of my ipod.
What should I do? Am I even able to get it back?

Change your iTunes (Apple ID) password along with any other password that was stored in the iPod.  If any passwords are associated with credit cards, contact the CC company and get your card replaced (with a new number).  If any passwords are associated with your bank or any savings institution, contact them also and discuss approprate action with them.
The "Find my..." function is pretty much useless if the device is in the hands of a thief.  All that is necessary is for the thief to connect to any computer with iTunes and "Restore as new."
The only real protection you have is with the personal information on the device rather than the physical device itself.  This requires action before the device is lost/stolen.  If the device has significant personal information, it should have a strong 8-digit (or longer) password AND be configured for automatic wipe in the event of ten consecutive incorrect password entries.

I know my email associated with my Apple ID so I got the password reset link sent to my email but when I click on it, it sends me to a blank page every time.     unless you have the find my iphone app enabled and the wifi was enabled when the ipod was stolen there is nothing more you can do i'm sorry that your ipod was stolen while you rwere on vacation but that is all that can be done

    Connect the iOS device to your computer and restore via iTunes. Place the iOS device in Recovery Mode if necessary to allow the restore.
    If recovery mode does not work try DFU mode.

    First, try a system reset.  It cures many ills and it's quick, easy and harmless...
    Hold down the on/off switch and the Home button simultaneously until the screen blacks out or you see the Apple logo.  Ignore the "Slide to power off" text if it appears.  You will not lose any apps, data, music, movies, settings, etc.
    If the Reset doesn't work, try a Restore.  Note that it's nowhere near as quick as a Reset.  Connect via cable to the computer that you use for sync.  From iTunes, select the iPad/iPod and then select the Summary tab.  Follow directions for Restore and be sure to say "yes" to the backup.  You will be warned that all data (apps, music, movies, etc.) will be erased but, as the Restore finishes, you will be asked if you wish the contents of the backup to be copied to the iPad/iPod.  Again, say "yes."
    At the end of the basic Restore, you will be asked if you wish to sync the iPad/iPod.  As before, say "yes."  Note that that sync selection will disappear and the Restore will end if you do not respond within a reasonable time.  If that happens, only the apps that are part of the IOS will appear on your device.  Corrective action is simple -  choose manual "Sync" from the bottom right of iTunes.
    If you're unable to do the Restore, go into Recovery Mode per the instructions here.
