Sadly the only way you could get your infomation back is if you had iCloud backups turned on or iTunes Backups, you can possibly restore from them

Can only be done if your carrier offers blacklisting. Some do, some don't. So, report the loss to your carrier. If your carrier does not offer blacklisting, the phone can be restored & reactivated.
Apple does not maintain a database of lost/stolen Apple products & will not help you in anyway to locate your phone or block it.

Yes, I filed police report, but there is nothing they can do until I get back to them on the tracking. It's been offline. I'm sure the whoever took it can find a way around breaking in the ipad..i really was hoping to get my pictures and videos of my kids back

No, you simply do not. Apple does not sell insurance.
Apple offers an Extended Warranty called AppleCare.
Warranties doe not cover lost or stolen devices. Buy a new one.

Contact AppleCare(or Apple ID Support), upon speaking to an operator you should explain that your problem is related to your Apple ID, this way you will not be charged for assistance, even if you don’t have an AppleCare plan.

You can recover any photos in photostream, by logging into your account on your computer. Any photos that are in the camera roll and not in photostream may be in your backup if yo kept one. When you replace your phone, restore it using this back up.
