Need Direction Please

I am not a web designer by any means.  I have only completed two very basic websites to date.  I have been asked to redesign a website for a kids soccer league (non profit).  The current website is maintained by someone who is not responsive to requests for updates.  I am trying to get all of the files directly from him.  In the meantime, I am considering using Dreamweaver CC to create a fluid grid (something completely new to me).  From looking at the existing site, it does not appear that the site is setup in fluid grid and therefore not ideal for mobile phones.  If that is the case, I should start from scratch.
I am hoping someone here can guide me through some areas I am struggling with.

Here are some of my questions:
1. Keeping in mind that this is a nonprofit and doesn't have funds to really invest into a new website, would you start from scratch or rip what you can from the net and then update as needed?  Do you think it works sufficiently on a mobile phone?  Personally, I thought it was a little cumbersome since everything is so small.
2.  I am new to RSS feeds.  Is this something that DreamWeaver CC can walk me through?  Or is there another resource I should consider?
3.  The boxes on the right hand side have rounded edges and appear to be things created outside of html/css or options within Dreamweaver (maybe photoshop??)  and then RSS feeds have been embeded within the box?  Is that understanding correct?  If so, how do I replicate that?  I can create the boxes in photoshop, but then I am not sure how to get the things like the moon/sun and current temperatures to update properly.
I appreciate your patience as I ask what probably seems like amateur questions.

The existing site is running on an older version of Wordpress - a free CMS well-suited for non-profits.
Some people (like me) like Wordpress, others loathe it. Depends if you can get the hang of the interface and Wordpress concepts.
I personally would not use Dreamweaver for this. I would continue with the Wordpress installation and update it to the current version of Wordpress (3.9). Wordpress is free, very popular at the moment and well supported with an active developer and user community plus thousands of plugins to quickly add functionality to your website.
Then I would ditch the existing non-responsive Wordpress theme and add a modern, responsive one.
