No USB Hotspot in iOS 7.0.3.

Hi all,
After installing 7.0.0 I had an ability to use hotspot via USB, Wi-Fi and Bluetooth. After updating to 7.0.2. (and 7.0.3. as for now) I have lost hotspot avialability via USB. Please note that I can still use hotspot via Bluetooth or Wi-Fi. I tried to delete the iPhone option in my Mac's settings and hoped that it would appear again. It did not.
How can I use my hotspot via USB again?
Please note that:
- iPhone 4, iOS 7.0.3. No Jailbreak. MacBook w/ MacOS 10.6.8. iTunes 11.1.2. (32)
- my carrier provides the personal hotspot
- tried to reset and reenter the cellular options
- tried to reset whole iPhone
- read the Apple tutorials i.e. http://support.apple.com/kb/ts2756
- tried to make some voodoo magic
Hope someone will have any ideas.

Does it still show the USB instructions under... Settings > Personal Hotspot?

    I don't have fixed Internet at home.
    I utilise a wireless router that when I directly connect my iPhone 4 (7.1.2) or my iPad (prior to update to iOS 8) would initiate the usb hotspot function on either device where I then can utilise network based stuff (Apple tv, lappy, printer ect). I can go as far as to connect my iPhone to the router have the hotspot active then also simultaneously access the wifi signal from the router to the phone.. Helps get around the download limits imposed when updating stuff.
    I find now that my iPad (iOS 8) can't establish a usb hotspot connection with the router. It can do the usual creatation directly plugging into the LAPPY or creating a wifi hotspot just not directly to the router.. I've done the usual turned on and off, reset network and cycled via the power home button stuff.. I've not gone down the full restore but if my hand forces it I'll try that.
    Finally the question.
    Did or has the Apple writers restructure the hotspot and wireless coding where it makes such things defunct? Any known work around?

    I would just like to add that I've now upgraded to a 5S and a new router. The 5S connects fine (7.1.2) aka tethers via USB where the iPad (8.0.2) still no connectivity!!
    I'm sure this is on deaf ear's, still folks a spending good coin on stuff and the line in the sand keeps moving .

    I am having the exact same problem with my Belkin hub after upgrading to Mountain Lion.  The only temporary fix is to shutdown and restart the computer.  It then works again, but then for some reason after awhile it stops working again and you have to shut down again.  Strange.  Any possible permanent fix?

    Personal Hotspot can be configured in Settings -> Cellular Data.
    Share an Internet connection. Go to Settings > Cellular Data, then tap Personal Hotspot—if it appears—to set up the service with your carrier.

    I'm talking about the PAID FOR "Personal Hotspot" AT&T feature that comes with a 4GB dataplan. If you have a Jailbroken phone then this isn't for you.... Anyway, upgraded to IOS 5 and at the worst possible time I discovered that my phone no longer had the ability to share it's over the air data with my Laptop. Restarting the phone didn't help, turning cellular data on and off didn't help and after hitting a wall I called AT&T's tech support number as I had a strong suspicion what the problem was and that they'd be able to help. Despite explaining the problem and proposing a quick fix the agent made reference to an internal memo saying there are bugs in IOS 5 and that my lack of tether was an Apple software issue and I had to call them. Frankly in this case it's VERY MUCH an AT&T provisioning issue, and one AT&T should have their techs deal with in 30 seconds rather than waste customer's time pointing fingers. After a long and frustrating attempt to get the tech to fix the problem I ended the call by CANCELLING my tether plan and going back to the "Regular" 2GB plan. Reason being hat if it's an IOS bug then it will be weeks I'm paying for service that I'm not getting, or if I was right the problem would be fixed on my next call to AT&T. For giggles I called and spent a very miserable 40 minutes dealing with Apple's IVR and nice but dim tech who was more concerned that I didn't have Apple care than anything else. That call ended with Apple saying it's not them and I should call AT&T support... However, instead of beating my head against the wall again I called SALES and asked them to add 4GB data and teher to my phone. 5 minutes later I had working tether. Problem solved. Basically to enable tether the phone has to pass a sanity check that it hasn't been tampered with, and then to activate the feature a fil is pushed down over the air to "Bless" the iPhone. I suspect as part of the IOS upgrade something went out of whack with either the file or the anti-tamper checks. Solution was to reprovision tethering, but AT&T support wouldn't hear of it. So, if you have lost tethering after an IOS 5 upgrade and AT&T support won't help then the solution is pretty painless. A) call customer service (not tech support) and CANCEL your tethering and extended dataplan. B) Turn your phone off for 5 minutes, then wait another 30 mins or so and call SALES. Ask them to add Tethering and extended data to your account. C) Wait another 30 minutes, or if you're impatient you can try turning your phone on and off again, and you'll be back in business. The down side to the is is you pay for two data plans for this month, but get a credit for the overlap next month (ie net you don't lose out). Hoping AT&T reads this and stops wasting everyone's time by enabling 1st level support to deprovision and then reprovision tether without messing with billing. We can live in hope, but until then I hope this may help someone being bounced around in a game of "Blame Tennis". Once again AT&T = All Twisted & Tangled!

    Go to Control Panel > Add or Remove Programs (Win XP) or Programs and Features (later)
    Remove all of these items in the following order:
    iTunes
    Apple Software Update
    Apple Mobile Device Support (if this won't uninstall move on to the next item)
    Bonjour
    Apple Application Support
    Reboot, download iTunes, then reinstall, either using an account with administrative rights, or right-clicking the downloaded installer and selecting Run as Administrator.
    The uninstall and reinstall process will preserve your iTunes library and settings, but ideally you would back up the library and your other important personal documents and data on a regular basis. See this user tip for a suggested technique.
    Please note:
    Some users may need to follow all the steps in whichever of the following support documents applies to their system. These include some additional manual file and folder deletions not mentioned above.

    Sure could be useful. Having a heck of a time troubleshooting internet connectivity right now. Suppose I could look into going back to command line compile, but support in CS7 would sure be helpful...

    it's available in Flash Pro CS6 now via the Air for OS settings panel and via the Air for Android settings panel.  no command line needed.  just check the box and publish to the usb connected device. 
    it works flawlessly for me.
    i've agreed to an adobe nda so i can't comment about the next Flash Pro release.
    and, i don't use Flash Builder so i just don't know about its current or planned capabilities.

    2.- I think I did not explain myself properly: The iPod is detected by both Windows and iTunes 10.5.3 64bit version.
    The problem lies in that now after all the failures and the loss of my music (imagine I have to rip my entire CD collection again) whenever I try to sync my iTunes collection to my iPad (either on a single batch or album by album) a -50 o -69 error appears.
    UPDATE: Now whenever I connect my iPod to the computer, it is recognized by Windows, but iTunes tells me that I have to restore it.
    I cannot but commend Apple Inc. on his efforts to make a 9 months iPod unsuable. Sincerely this has brought me back to the worst of the 90s with MS.
    UPDATE 2: Please let me add that with the previous iTunes version everything was ok. But, as soon as I installed the new Itunes (10.5.3 64bit) version the misery began. Unfortunately when I try to install the previous version I'm not allowed by the program and am referred to the newest buggy one.

    Well i got my iPad in India, Apple sells unlocked versions here. So i am tied with any provider, i can put in any carrier's sim card and it will work.
    after upgrading to ios8 the "Personal Hotspot" was not visible. So as you can see in the Discussion above after putting “something” in the Username under APN settings of Personal Hotspot the “Set up Personal Hotspot” menu appeared.  However I get the error about the Carrier if I tap on it…. Which does not make sense as I am using a unlocked iPad Air

    Yes, using iTunes 11.1, and found after plugging iPhone in several times, phone finally asked me if I trust this computer.  Once I answered that, I was able to see the Phones Internal Storage.

    It's really great that you're taking the time to help me.  I did several of the tests you recommend over the last two or three days.  It always shows that the iPod/iPhone/iPad isn't present.  Here's more.  I got a Norton tech to help me yesterday and it isn't the anti-virus, as we uninstalled everything and it still didn't work.  I went deeper into the system through the control panel, and found the device detected on the appropriate USB port, but it won't show up in "My Computer".  Two of the three devices show up on another PC, (I didn't test the third) so I'm leaning to something in iTunes because every other USB device I plug into the Vista ports shows up quickly and works perfectly (thumb drives, wireless mouse, camera, etc).  I already unistalled all Apple software and downloaded new, but the problem still exists.  I have restarted, unplugged, you name it and the devices aren't showing up.  I can't wirelessly sync either because one has to set that up through iTunes prior to doing it.
