Not getting out put using LIKE operatior

i've face a problem. i'm not getting output from the following SQL statement by using LIKE operator.
SELECT UPPER (dest)
,dest_code
,rate
,osname
FROM lcr
WHERE :from_date >= effectivedate
AND :TO_DATE <= tilldate
AND UPPER (osname) = NVL (UPPER (:os_name), UPPER (osname))
AND UPPER (dest) LIKE
|| '%'
|| UPPER (:dest) --:dest=MEXICO
|| '%'
|| '''';
but the following SQL returns values.
SELECT UPPER (dest)
,dest_code
,rate
,osname
FROM lcr
WHERE :from_date >= effectivedate
AND :TO_DATE <= tilldate
AND UPPER (osname) = NVL (UPPER (:os_name), UPPER (osname))
AND UPPER (dest) LIKE '%MEXICO%';
Is it possible to retrieve date from first SQL statement?
if yes the help me.
