OCIEnvCreate error return without more info

Question

I am obtaining a OCI_ERROR return code from a function
call to OCIEnvCreate. This occurs when OCIEnvCreate is
called from Matlab extension code; otherwise, the call
to OCIEnvCreate returns OCI_SUCCESS if called from other
applications. After obtaining the OCI_ERROR return code
an attempt to obtain further diagnostic information
through a call to OCIErrorGet is unsuccessful. The
following returns no error information (the error_code
remains 0 and the error_buf displays blanks):

Does anyone know why a call to OCIEnvCreate works fine
under most environments but fails under environments such
as the Matlab extension environment? Does anyone see
anything wrong with my call above to OCIErrorGet to
obtain (unsuccessfully) diagnostic information?

I should add, that after making this change, the CPU % has dropped from as high as 70-99.8 to about 12% and the real memory used dropped from about 1 gig to 400mb. Why an audio setting would do that, I have no clue.
