Ora-31437: duplicate change set

Question

Hi,
I am getting ora-31437 when creating change sets of the same name across different CDC publisher, sharing the same tablespace.
Can there no two change sets with the same name, even if they are owned by different schema's ?
I am using 10.2.02. db.
Method to create change set is:
dbms_cdc_publish.create_change_set(
change_set_name => 'TEST_CHANGE_SET',
description => 'Test change set',
change_source_name => 'HOTLOG_SOURCE',
stop_on_ddl=>'n',
begin_date=>sysdate,
end_date=>null);

I also tried it in 11g . but again i got same error . Is this a bug or i have a mistake ?
for example after execute
BEGIN
DBMS_CDC_PUBLISH.alter_change_set(
change_set_name => 'SCOTT CHANGES',
recover_after_error => 'y',
remove_ddl => 'Y',
enable_capture => 'y'
END;
