Parsing Idocscript Variables in XML

Question

I would like to parse Idocscript variables inside a regular xml file. When I say regular I really mean a non "Data File" from within Site Studio.
Below is a snippet of the xml file I'm using. As you can see, I am trying to use the [!--$ssServerRelativeSiteRoot--] idocscript variable. I check this file into Content Server as well and use it from there. I don't ever get any error, but the variable never parses. When I view source I can still see the [!--$ssServerRelativeSiteRoot--] in the code. btw - This is on Site Studio 10gR4.

<images>
<imageName target="_self" url="[!--$ssServerRelativeSiteRoot--]View/SummerSpotlight/index.htm" title="Title goes here" image="[!--$ssServerRelativeSiteRoot--]groups/public/documents/dma_images/flash_banner_image1.jpg" time="5">Link Text</imageName>
</images>
</options>
Any ideas?

As I know if it is just checked XML document it won`t be parsed (please correct me if I`m wrong).
Why don`t you try to generate the xml via hcsp file?
I am using this method to generate RSS, example:
<?xml version="1.0" encoding="<!--$PageCharset-->" ?>
<rss version="2.0">
<channel>
     <title><!--$CaptionText--></title>
     <link><!--$HttpAbsoluteCgiPath-->?IdcService=SS_GET_PAGE&amp;nodeId=765</link>
<!--$loop SearchResults-->
     <item>
Or eval the file content?
If you choose this method be aware that Idoc must be in "<$", not in "<!--$".
