Problem deploying Software InstallationGPO in AGPM 4

Question

I can create a controlled GPO, Check Out, edit, create a software installation GPO, and CheckIN, When I attempt to Deploy or Check out a second time to edit the GPO I receive the following error:
Check Out GPO: Test Application GPO...Failed
The overall error was: Check Out operation failed. The data is invalid. (Exception from HRESULT: 0x8007000D)
 Additional details follow.
[GPMC Error] The task cannot be completed. The application deployment script (.aas file) for [\\vistaprint.net\netlogon\AppInstall\Digitizer\v24.2Copy\Intellistitch.msi] cannot be regenerated.
The following error occurred:
The Windows Installer Service could not be accessed. This can occur if the Windows Installer is not correctly installed. Contact your support personnel for assistance.
1 actions failed.
AGPM server is running on Server 2008 R2, AGPM client can be both Server 2008 R2 and Windows 7 SP1. Same error.  Domain and Forest is at Server 2003 Native.

Please look into it, it seems this is by design for AGPM 4.0:
Cause: AGPM preserves the integrity of Group Policy Software Installation packages. Although GPOs are edited offline, links between packages in addition to cached client information are preserved. This is by design.
Solution: When you edit a GPO offline with AGPM, configure any Group Policy Software Installation upgrade of a package in another GPO to reference the deployed GPO, not the checked-out copy. The Editor must have
Read permission for the deployed GPO.

Hi, same issue. AGPM 4. 
The first sentence in the "solution" does not make any sense to me at all;
"Solution: When you edit a GPO offline with AGPM, configure any Group Policy Software Installation upgrade of a package in another GPO to reference the deployed GPO, not the checked-out copy. "
The sentence structure is confusing, to say the least.
Can the solution be rephrased to actually explain how to solve this?
The Editor must have Read permission for the deployed GPO.
To where do we need to give proper permissions?
The AAS file in sysvol?
The MSI file in the deployment share?
I've done both, but it's still not working.
