Removing the under score '_' from the beginning of the word

Hi
Please see the below problem,
with t as (
     SELECT     'OS_TEST_1'     AS dt
     FROM     dual
union
SELECT     'NET_TEST_2'     AS dt
     FROM     dual
select substr(dt,4) from t
Current Result-
TEST2
TEST_1
Expected Result -
TEST_2
TEST_1
Means, how to remove if any '_'(under score) coming in the starting of the word , and other places are ok to have the '_'

select substr(dt,5) from t
Note: Give  ' OS_TEST_1'  instead of  'OS_TEST_1' (notice one space between '  & OS)OR
with t as (
SELECT 'OS_TEST_1' AS dt
FROM dual
union
SELECT 'NET_TEST_2' AS dt
FROM dual
