You should be able to log out of an account by tapping on it in Settings > iTunes & App Store and you can then log in with your new account.
Any content that you downloaded with your old account will remain tied to that old account, so only that account can potentially redownload them and/or download updates to its apps. You should be able to reset the password on an iTunes account via http://iforgot.apple.com e.g. by answering the account's security questions.

My Iphone 4 is telling me the same thing and I believe I figured out what the problem is. I had some fraudulent charges on my itunes account, so I call my bank and disputed the charges. One of my daughters downloaded the game Top Girl which is FREE, but in the game Top Girl you use money in the game to purchase things. It just so happens that the money you use to purchase things is real money MY Money!!!. My daughter thought she was using play money in the game and had no idea she was using real money. She spent $106.00 buying stuff. Now I have to call the bank and tell them to release the hold and pay Itunes. I'm hoping this solves the problem. No. purchases are forever tied to the apple ID used to buy them. Delete them and buy your own copies.

That indicates that you have apps that need updating that were purchased with the account that comes up. When you have apps that need updating that were purchased from more than one account you have to update them one at a time until all the remaining apps were purchased by one account.
You have to log into the account that purchased an app in order to update it.
